was established by the Constituent Assembly of the Association, held on 9 July 1999 in the town of Rousse. NALILG was registered by the Sofia City Court on 8 October 1999. The Association was registered in the public Central Registration Database of NGOs for Socially Useful Activities at the Ministry of Justice on 17 December 2001.
The actual activity started on 1st of March 2000 when the first discussion forum was held. At the current moment there are 200 jurists, working in the field of local government and central government public administration in the Republic of Bulgaria. Members of the organization are lawyers and legal advisers of the municipalities, members of Parliament, mayors, city administrators, legal advisors of ministries and other public institutions including the regional government offices. NALILG has established good working and effective net of regional representatives in the district cities.
NALILG'S VISSION is: National association “Legal initiative for Local government” is the reliable partner and legal advisor of the Local government.
NALILG'S MISSION: National association “Legal initiative for Local government” is called upon to create and improve the legal environment for adequate fulfillment of the social expectations in the process of Bulgaria’s integration within European Union Structures.
NALILG'S goals: realization of effective local government in Republic of Bulgaria by improving the legislation in the field of self government and dialog with the central authorities; increasing women’s role in the processes of integration of Bulgaria with the European Union; approval of the society, control of corruption; protection of human rights, spiritual and material values, health caring, environment and tourism development. Organize and conduct trainings that treat Business management and planning, managing and directing municipal and national property, commercial and labor law, Spatial Development Act, public procurement, marketing and other spheres;
Development of proposals for a change and perfection in the legislation of the local government.
Assists the execution of the European legislation in Republic of Bulgaria.
Establishes long-lasting and solid knowledge and skills in the sphere of public administration corresponding to an adequate answer when a competent interpreting is needed; executing and overcoming the collisions in the current legislation; solving practical problems in the processes of incorporation of Republic of Bulgaria to the world practices.
Development of law methods and analyzing, distribution of judicial practices for assuring transparency and guarantee of social control in the actions of the public administration.
Does monitoring of the conformity with the law of the actions of the local authorities and identifies the actions/inactions that can lead to corruption;
Gives law written and oral consultations and the same at a place;
Works with the municipal councils on a request for optimization the work of the municipal councils in relation with the actualization of the strategic plans of the municipals. NALILG is a member in international law organizations and associations which activity is related to local government;
Assists qualified law assistance to municipalities, NAMRB, FLGR, regional associations of municipalities, centers of regional economic development and other legal persons;
Lobbies for the interests of the local government in Republic of Bulgaria at regional and national level, in order establishment of new outlook of the local authority;
Cooperates in an active way for introduction and execution of mediation as an out-court method for solving arguments;
Secures technical support for national institutions and municipalities when working on operative programs and national plans;
Presents qualified assistance to national institutions and municipalities when developing projects on operative programs, national plans and different European funds;
Works on improvement of the quality of education in accordance with the needs of the market of labor for developing economics, the ground of knowledge;
Works for improvement the capacity of the national and municipal administration in Bulgaria.
