  • The project "Planning of local economical development of Gurkovo Municipality" funded from World Bank program “Bulgarian Active Labor Market Initiatives (BALMI)” was realized by NALILG in the period 19.12.2006 до 18.06.2007 г. During this project listed activities were conducted: research and building of local capacity for economic development planning of the municipality; development of the local legislative framework for making easier of the provision of services to the businesses, for creating better conditions for the local businesses and for attraction of new investors; development of a program for stimulation of the local economic development; facilitation of the relationships between the businesses and the local authorities and NGOs; facilitation of the economic and development planning in the municipality; development of a municipal program for activation of the local labor market.
  • NALILG has successfully implemented "Planning of local economical development of Etropole Municipality" project, funded from World Bank program “Bulgarian Active Labor Market Initiatives (BALMI)”, in the period 18.12.2005 – 18.12.2006
    During the project listed tasks have been accomplished: research and building of local capacity for economic development planning of the municipality; development of the local legislative framework for making easier of the provision of services to the businesses, for creating better conditions for the local businesses and for attraction of new investors; development of a program for stimulation of the local economic development; facilitation of the relationships between the businesses and the local authorities and NGOs; facilitation of the economic and development planning in the municipality; development of a municipal program for activation of the local labor market.
  • NALILG won financial help to concrete initiatives which were realized in the period May 2006 – September 2007. Two working discussions were organized and held during these two months, and once conference on the problems of assigning and executing public procurement. Two handbooks were developed and printed.
  • NALILG won financial help to concrete initiatives which were realized in the period September 2005 – February 2006. During those months was organized one working discussion on the problems with guardianship and trusteeship and exequatur in municipalities; two round tables on current problems on assigning public procurement and also two conferences on the two problematic for the municipalities topics. A handbook and manual were developed and printed.
  • NALILG won financial help on concrete initiatives which were realized in the period December 2004 – June 2005. Four two-day discussion seminars were held during that period- two of them with a topic “Management of public property and public procurement in the context of new legislative changes”. There were held on 13th and 14th of December 2004 and on 17th and 18th January 2005. Another two seminars were “The new legislation of public procurement”. These trainings helped for the improvement of the capacity of the municipal councils for assigning public procurement according to the new legislation framework and to the management of public property in the conditions of changes in the management in accordance with Municipal Property Act. NALILG helped in a professional way its members and experts from the municipalities.
    Internal regulations were developed for the municipalities for assigning public procurement and also a round table was held “Planning, management and monitoring of public procurement”. Interaction with the control institutions PIFCA, Bulgarian National Audit Office and Agency of Public Procurement via National association of municipalities and FLGR was achieved. These activities aim to increase the transparency in the work of local authorities, assisting municipal employees to solve their challenges at work independently , made easier the participation of the business in the process of assigning public procurement through development of clear, exact and transparent directions which were strictly followed by the Assigners and the Executers. The necessity of public procurement was realized and solid skills were established, also economic necessity of planning, management and monitoring of public procurement. A working dialog was held with the control authorities of the public procurement – PIFCA and Bulgarian National Audit Office, as the Agency Public Procurement. The level was high and a round table was organized in NAMRB and FLGR.
  • NALILG's project “Bulgarian model of public-private partnership for fight with corruption” was funded by Phare program “Civil Society development” 2002 budget line BG 0204.02. The project objective was to enable the Bulgarian model of the Integrity Pact (Public - private partnership) and to increase the public confidence in the spending of public sources and in the public administration procedures. The target groups of the project are the businesses as bidders, the state institutions and the municipalities, as contracting authorities, the consumers, as final beneficiaries of the public services, the media. Types of activities: Build a successful coalition for transparent government, develop assessment and monitoring tools for the target groups, IT support of the access to public information, improve the administrative capacity of the target groups to fight the corruption in the public contracts award and implementation. The topic of the project is the fight with the corruption. The geographic region is national. The timeframe of the project was 20 mounts.
  • NALILG has won a grant on project “Developing a target center in Silistra region for professional response of the requirements of the European Commission to the local authorities” funded by “Open Society” Insitute – Sofia implemented in the period January 2004 – August 2004. Main goal of NALILG on this project is development of Silistra Municipality as a priority center in the field of mixed ethnic population so that an adequate and professional answer could be given to the requirements of the European Commission to the local authorities when executing the already harmonized with the European Bulgarian municipal legislation. Main beneficiaries to this project are considered to be experts from the municipal administration, mayors and municipal councils from Silistra, Dulovo, Glavnitza, Kajnardza, Sitovo, Tutrakan and Alfatar municipalities, and also non-government organizations of the business on Silistra municipality and the regional municipalities.
  • "Strengthening of the administrative capacity of the municipalities for adequate answer to the requests of the European Union’s law" was NALILG project financed by USAID through FLGR. It started at December 2003 and was accomplished in June 2004. This project aim was to strengthen the potential of the municipal administration to cope with the new laws synchronized with the European Union legislation requests. These are the new Public procurement Law, Regional Development Law and the laws changed in June 2003 – Commercial Law etc. With this project NALILG prolongs the fulfillment of its mission to be reliable partner and juridical advisor of the local government. Aim of this project is also to continue the support for municipalities in resolving sophisticated practical problems through verbal and written consultations.
  • The project "Erection of functioning innovative models on regional and national level for realization of effective transition to decentralization” was financed by OSF – Sofia. This was a project focused on wide informative campagne considering the following topics:determination and implementation in practice the principles and models of the co-operation between the local and regional authorities and their social and economical partners; taking into consideration the municipal priorities into the regional plans for development related to the National plan for economical development and the Operative programs towards this plan; current aspects of the regional policy and coordination of the structural instruments.
    Three conferences has been conducted in Sofia, Vidin and Rousse municipalities as project activities, in which representatives from municipal and regional administration (mayors, municipal councilors etc.), NGO’s, business etc. took participation. Direct result from this project was the book “Actual problems of the regional development”, prepared and published by NALILG experts.
  • NALILG has won a grant on project “New Model of Cooperation between the Standing Committees of Sofia Municipal Council and Citizens” which donor is the Program Small Grants of the Demo Committee of the USA embassy in Sofia. The duration of the project: October 2002-September 2003. Facilitation and encouragement of the efficient dialogue between socially disadvantaged citizens of Sofia, including representatives of the minorities, women and municipal administration by providing legal assistance to the citizens, as well as preliminary preparation for solving the cases they will put for discussions to the municipal administration were the main activities.
    First of all the realization of this grant contributed to the growth of NALILG’s image as an organization which works in public interest. It enhanced the trust of the municipalities in the association and what is more important - a base was created for the building up and the strengthening of citizens' trust in NALILG.
  • NALILG has won a grant on project “The Concerned Choice of Local Government Bodies- Common Political Concern”> financed by USAID, through World Learning Bulgaria. The project started on February 25th and successfully accomplished at December 2002. This project aims were to change the social attitudes in order to strength the local government and to make it common political concern of all the stakeholders.
  • In the period December 2002 – November 2003 NALILG has accomplished a project financed by USAID through FLGR – “Legal initiative for new policy of local authorities in the establishment of civil society”. Objects of this project were:
    - By improving the professional level, to establish higher spirit and confidence of municipal servants and legal experts in the accomplishing their mission – to be in serve of the citizens at the particular municipality, exercising all their means of ethics and professionalism and to respond their legal requirements and needs.
    - NALILG comes to support the efforts of local government in the establishment of civil society in Republic of Bulgaria with new legal policy that contributes to decision-making process of local authority on the base of common legal discussion between local authorities and citizens.
  • NALILG has managed a grant on project “To Create conditions for ensuring extra funds in municipal budgets of Belitza, Goce Delchev and Simitly Municipalities”. The project was financed by Local Government Reform Program of Open Society Foundation. The main aims of the project were to create mechanisms for extra funds in municipal budgets of Belitza, Goce Delchev and Simitly Municipalities and conditions for their financial independence through improving the conditions for developing of tourism in Belitza and Goce Delchev; encouraging the investment’s interest to unattractive objects in Simitly; increasing municipal administrations’ qualification in new management of municipal property; to give assistance to local government in pilot municipalities and to elaborate marketing strategy for them; erection of conditions for guaranteeing citizens control during the implementation of the reform and increasing cooperation between local government, mass media and the public.
  • NALILG has managed a grant on project “NALILG – a Partner of the Local Government”, financed by USAID with FLGR mediation, for the period: December2001 – December2002. The project aims at forming NALILG’s face as local government partner. The idea of our organization was not only to be legal advisor and proceeding representative of the municipalities, but to sub serve for changing their arrangements towards to citizens’ participation of the daily acts of the local government.
  • NALILG has managed a grant on project “Achieving social transformation through the government and the citizens on applying the Public Procurements Act” financed by MATRA-KAP Program of Netherlands Embassy. The dates of the project are 01.08 2001 – 31.12.2001.The project has encouraged the dialogue between the local government and the citizens in the process of application of the Law on Public Bids.
  • NALILG has managed a grant on project "Increasing the qualification of the leading positions in the Local government through improving their legal knowledge”, consigned by USAID with the FLGR mediation for the period - 3.07.2000 – 31.03.2001.
  • NALILG has managed on the basis of an agreement with NAMRB activities through the NAMRB grant from USAID for the period 19.06.2000 – 31. 07. 2001.
