5.1.The organization of discussion forums aims and giving opportunities to all parties interested in the alternation and improvement of the normative basis of the local government to share their experience in the execution of the legislation in this area, as well as the proposes for alternation in the frames of constructive discussion. In this discussion can take part NGOs, civil associations and comities, that work for the improvement of the local government.

5.2. It is developed on the basis of request of at least two majors of Municipalities, and/or chairmen of municipal councils, representatives of corporate body with non- economical aim, or other interested body from the already mentioned bodies, by pointing of a exemplary topic of the forum, suggestions for alternation in the normative basis, preferred date and place for implementation of the forum.
